Attached, and copied below, is the protocol that has been established for first responders (police, fire, EMS) to receive immediate 24/7 assistance from an epidemiologist at the Department of Public Health in assessing whether an individual meets the criteria for a suspect case of Ebola and should be managed as if he or she has Ebola.  Please share this information with police, fire and EMS chiefs and supervisors, dispatch/communications centers, and other personnel.    

Ebola Response: 24/7 Protocol for Consulting with the Department of Public Health
When responding to an incident involving a person who may have Ebola, it is important to keep in mind that only people who are sick with Ebola can spread the infection to others and that transmission of Ebola is possible only if you have direct contact with blood or other body fluids from a person who is sick with Ebola. 

Accordingly, if you are not providing emergency medical care or preparing the person for transport, the first rule for protecting yourself is to stay at least 6 feet away from the sick person while assessing the situation. A first responder or other personnel on scene should contact the Massachusetts Department of Public Health at 617-983-6800 if they want immediate assistance in assessing whether an individual meets the criteria for a suspect case of Ebola.  

This number will connect the caller to the 24/7 Epi Line, and an epidemiologist will answer the call directly or call back within 10 minutes to assist with assessing the patient’s risk for Ebola.  If necessary, the epidemiologist will provide guidance on the use of personal protective equipment and other aspects of the patient’s care.  

As always, MEMA’s 24/7 Communications Center serves as a resource to incident commanders and first responders if there is a need for support.  Requests for support in responding to, and managing incidents may be directed to MEMA’s Communications Center at 508-820-2000
MEMA’s Communications Center also serves as a backup to the Department of Public Health if a first responder/incident commander has any difficulty reaching MDPH through the Epi Line or the MDPH Duty Officer.  

In summary, first responders or other personnel on scene can reach an MDPH epidemiologist at any time of the day or night by calling the following numbers:

The meeting will feature a the State 911 Department providing and overview and progress update on the Next Generation 911 (NG911).

Message to PSAPs Regarding Grant Reimbursements from State 911 Department

 

The State 911 Department (Department) continues its efforts to process all reimbursements for PSAPs under the Department’s grant program.  To expedite this process, the plan for addressing outstanding reimbursements as of October 14, 2014 under the FY 2012, FY 2013 and/or FY 2014 Support and Incentive Grant program and/or Training Grant/Regulatory Compliance Grant program, is as follows.

 

First, for those outstanding reimbursements where the review process has begun, the Department will continue its review and issue payments by December 31, 2014.

 

Second, for those outstanding reimbursements where the review process has not begun, PSAPs will receive a payment equivalent to 75% of the initial reconciliation of those outstanding reimbursements. The Department will begin processing those payments on October 15, 2014 and will complete this process by December 31, 2014.  The balance of the funds owed will be processed as timely as possible as the Department works through the backlog and completes the final reconciliation of the individual reimbursement requests.

 

For PSAPs that still have outstanding FY 2014 reimbursements not yet submitted, please submit those reimbursements before October 14, 2014.  Any FY 2014 reimbursement request received after October 14, 2014 will be processed as soon as possible, but after we finish the reimbursement plan described above.

 

With respect to the FY 2015 reimbursements, the Department will continue to work within the guidelines to review submissions and issue payments as soon as possible.  The Department will make every effort to process reimbursements within the 30-day window, understanding there may exceptions based on the individual submission.
